Ukraine is the only country in the world where cluster munitions are currently being used. Russia has extensively used both old stocks of cluster munitions and newly developed ones extensively since its all-out invasion of the country on February 24. Preliminary data shows at least 689 civilian casualties from Russia's cluster munition attacks in Ukraine between February and July 2022. Ukraine has not denied credible evidence that it has also used cluster munitions several times in the current conflict. Neither country is a party to the international treaty banning cluster munitions.
