America’s coronavirus catastrophe is a function of two separate failures—only one of which, national government incompetence, is getting sufficient attention.

The public has been forced to choose between their lives and their livelihoods, and voters will judge President Trump’s handling of the crisis in November. But the second question centers on overall accountability. No single federal official below the president is charged with preparing, mobilizing and deploying the national response to a pandemic.
