Sure, the city has some bicycle-friendly streets with bike lanes and relatively calm traffic, but even on those streets, safety is mostly an illusion. Bicycle riders are at the mercy of drivers who get distracted, drunk, high, drive too fast, and are sometimes filled with rage.
