Design work expected to take 18 months will help the city determine construction costs for old road's transformation

About one mile of Coast Highway in Oceanside will shrink from four lanes to two and add roundabouts, bike lanes and mid-block pedestrian crossings under a design contract approved Wednesday by the City Council.

Coast Highway, also known as historic Highway 101, was built in the 1920s to be the main north-south coastal artery through the state. However, the construction of Interstate 5 in the 1960s took away that function. Numerous studies have shown that roundabouts reduce traffic accidents and fatalities and lower emissions from idling. Still, there is a learning curve for drivers who have never used them.

The City Council approved a pilot project in 2016 to narrow a half-mile section of South Coast Highway to two lanes between Oceanside Boulevard and Morse Street. Despite some initial complaints from South Oceanside residents, that section remains two lanes.
