Governor's signs bill that will increase penalties against troubled facilities and require more financial disclosure.

Police parked outside the Andover Subacute and Rehabilitation Center, which came under scrutiny after 17 bodies — some stored in a makeshift morgue — were discovered in 2020.New Jersey’s nursing homes will be forced to disclosure more detailed financial information about their operations, under new mandates signed into law Tuesday by Gov. Phil Murphy.

The new regulations signed into law by the governor had been passed by the Assembly more than a year ago. Former Assemblywoman Valerie Vainieri Huttle, D-Bergen, one of the sponsors there, had questioned whether non-compliance was being accurately reported, or if facilities were not being penalized enough to make improvements. She complained that over the last three inspection cycles, fewer than 100 of New Jersey’s nursing homes were fined for deficiencies.

The measure requires nursing homes to report additional financial information, electronically post annual owner-certified financial statements —or IRS Form 990s, in the case of non-profit operators — and to make available their most recent cost reports submitted to the Centers for Medicare & Medicaid Services. State health officials would also be required as well to evaluate staffing levels.
