An inquest is examining the circumstances surrounding the death of 63 year-old Raymond Lucy at HMP Forest Bank
A prisoner found collapsed in his cell died of 'natural causes', a pathologist has told an inquest into his death. It came as a boss at HMP Forest Bank said there 'had to be' a working ventilation system in Raymond Lucy's cell following concerns aired by his family he had no 'fresh air'.
She said she visited the cell after his death and saw two air vents had been painted over. She said Mr Lucy had tried to poke through tiny blocked-up holes in an air vent under his cell window using a small piece of wire - and that on one occasion, when he asked to be moved to a cell for inmates with disabilities, was told by a guard: "Well you are not in a wheelchair, are you?"
"It does give quite good ventilation," she added. "I have never seen a window vent painted over and I have been working there 15 years. She said she 'couldn't see why' someone would do it as paintwork on windows isn't near the vents. "There's a total absence of evidence to suggest Mr Lucy complained of his vent not working or the ventilation system not being in working order." Asked if Mr Lucy had complained about it to her, Ms Murphy said: "All the time."
Dr Carter said it was 'very likely' he was suffering from all the conditions referenced in the cause of death before he entered Forest Bank. "The groundwork of these diseases has been laid well before that," she said. "These are long-term diseases."
