The action is likely to raise tensions with Washington but not break Pyongyang’s self-declared moratorium on ballistic missile tests.

“Our military has ramped up surveillance and vigilance in case of a further launch from North Korea,” the JCS said. “South Korea and the United States are closely coordinating to maintain a full readiness posture.” In a rare show of frustration with Pyongyang, South Korea’s presidential Blue House said it was “very concerned” about North Korea’s actions, which it said went against a September military cooperation agreement between the two sides, urging North Korea “to stop actions that raise military tensions on the Korean Peninsula.”
Pyongyang announced a moratorium on nuclear and inter-continental ballistic missile tests in November 2017, helping to set the stage for the talks with South Korea and the United States. But tensions have grown since the breakdown of a summit in Hanoi between President Trump and North Korean leader Kim Jong Un.
Last month it announced that Kim had attended the successful testing of a “tactical guided weapon,” and the latest missile launch appears to be a further calibrated step to signal its frustration. “The message here is not that diplomacy is over — remember, Kim has set the clock ticking to the end of the year,” said Ankit Panda, an adjunct senior fellow in the Defense Posture Project at the Federation of American Scientists. “Rather, this serves, like the tactical weapon tests, to show internal naysayers ... that Kim takes national defense seriously.”Shin Beom-chol, at the Asan Institute for Policy Studies, noted that North Korea had also objected strongly to last month’s U.S.
