In Stage II, which usually happens a year or so after kids start flowing into the new network, CPS conservatorship caseworkers who now manage the children’s therapies and speak to judges in court about their progress hand off oversight of the kids to private social workers. Those workers are not state employees and are hired by the lead contractor or its subsidiaries.
He was referring to the disastrous rollout of community-based care the first time it was tried in one of the state’s four most populous cities. Starting in the 2005 Legislature, the alliance, the lead lobby group for foster care providers, fought unsuccessfully for the privatization of case management.
