They would prefer to devolve responsibility to local managers, allowing them to decide how best to hit a smaller number of broad goals. “We need to run the NHS more like we do the schools system,” a senior Government source said. She added that “a robust recruitment and retention plan to build the GP workforce” would be needed to increase the number of family doctors and remove pressure on the primary care network.
GP practices face 72 separate targets under the “quality and outcomes framework”, and are graded on each to produce an overall score out of 635 points. These are mainly highly specific goals such as ensuring that patients with depression have a review between 10 and 56 days after their diagnosis; administering statins to up to 90 per cent of diabetics; and producing a “written personalised action plan” for as many asthma sufferers as possible.
