The football in this scenario is a promise to solve the state’s property-tax crisis, in this case for senior citizens. The current plan put forth by Assembly Speaker Craig Coughlin partially corrects that flaw by mandating that those over 65 get a 50 percent break on their property taxes up to $10,000.major flaws. One is that it is a mere bill, as opposed to a constitutional amendment. That means that even if it were adopted, the legislature could rescind it the very next year.
