The House is back in session as the chamber remains in limbo without an elected speaker.A key question this afternoon will be whether McCarthy has made any progress in swaying some of his opponents. The Republican leader made a new offer to the group blocking his speaker bid, with several major concessions, but told ABC News this morning that he expects the vote today -- the seventh -- to produce the same result as on previous days.

Most likely, there wouldn't be a quick up-or-down vote on removing the speaker. It could be delayed for a certain period of time, and there could be a number of procedural votes as well -- on whether to refer it to a committee or on whether it is considered appropriate. However, the last time this came up, in 2015, Democrats signaled they wouldn't go along with any plan to remove then-Speaker John Boehner, R-Ohio, largely because they feared a more conservative speaker would emerge.The motion has been used only once in American history. In 1910, an unsuccessful push to vacate the chair ultimately led to a series of procedural votes that ended up weakening then-Speaker Joseph Cannon, R-Ill.

House Republican Leader Kevin McCarthy Thursday morning he does not expect any change in the vote tallies for speaker as negotiations with a group of detractors continue."It's gonna take time, we'll get there. I don't worry about the time. It's not how you start it's how you finish," McCarthy said when asked if he thinks he'll get there today."I think what you'll see today is the same.

With every concession the Republican leader makes to his hard-right defectors, McCarthy risks angering Republicans on the other side of the spectrum -- Republicans whose support he will need not just for speaker, but to ratify the new rules for the 118th Congress.
