Robert Mueller’s report examined 10 episodes involving President Trump as it considered whether he obstructed justice before the attorney general and deputy attorney general concluded that the president didn’t commit any crime

WASHINGTON—Special counsel Robert Mueller examined a series of episodes regarding the conduct of President Trump as he investigated whether the president obstructed justice but ultimately didn’t reach a conclusion on whether Mr. Trump committed a crime, in part because of legal guidance that a sitting president can’t be indicted, according to a copy of the report released Thursday.
