Surveillance camera footage shows the moment before a Garfield Heights police officer fired 12 shots into the vehicle of Willie Hicks.CLEVELAND, Ohio -- Willie Hicks, a Maple Heights motorist who was shot by a Garfield Heights police officer while attempting to flee an apartment complex last fall, filed a civil rights lawsuit Friday against two officers and the city.
Hicks filed the lawsuit in Cuyahoga County Common Pleas Court, claiming the officers took part “in extreme and outrageous behavior.” Judge David Matia has been assigned the case. Stockhausen then reached for Hicks’ door handle and flipped it upward—apparently an unsuccessful attempt to open the door.Hicks accelerated his car forward. In an attempt to force his way through a small gap separating an unmanned police cruiser and a second unoccupied vehicle blocking his path, Hicks rammed into both cars, revving his engine repeatedly.
Though Hicks survived the shooting, he underwent surgery and will require more care in future, according to McNeal.
