LAST week we discovered the UK Government will introduce a Bill to ensure “minimum service levels” across various public sectors in the event of industrial action.

For certain public services you also need a minimum 50% turnout of those eligible to vote and at least 40% of those eligible to vote, voting for strike action. The general secretary of the Public and Commercial Services Union, Mark Serwotka – who represents the largest number of UK civil servants – said the proposals were more hard-line than that of Margaret Thatcher.

The collective organising of working-class people grew out of the Chartist movement of the 1830s who fought to extend the vote beyond property owning men.
