Thirty years to the day after 9-year-old Jonathan Sellers and 13-year-old Charlie Keever were abducted and killed near the Otay River, their mothers each held a white dove in both hands at a spot that honors the boys.
A plaque with portraits of Jonathan Sellers and Charlie Keever was unveiled during a rededication ceremony on June 22, 2019 at the Sellers-Keever Outdoor Educational Activity Center in Imperial Beach. Jonathan and Charlie were riding their bikes on a spring day in March 1993, headed back from buying burgers and candy when they were abducted along the Otay River. Two days later, their bodies were found inside a makeshift fort near the riverbank. The boys had been bound, gagged, raped and tortured.By 2001, DNA forensics had advanced, and evidence collected at the crime scene was tested.
The site at the end of 13th Street in Imperial Beach was dedicated in 2012 — a few months shy of the 20th anniversary of the killings — and rededicated in 2019, complete with a bronze plaque that shows images of Jonathan and Charlie smiling brightly. The plaque is affixed to a rock and faces the salt ponds on the San Diego National Wildlife Refuge.
The mothers co-founded the Jonathan Sellers and Charlie Keever Foundation, which offers free child safety educational programs in elementary schools. Children often respond that strangers look dirty or wear dark clothes, she said. In response, the program teaches children that strangers come in all forms.
