Hulk's Phase 1 story has been made complicated.

While the Skrull were first introduced to the franchise in the 2019 Captain Marvel movie, most of the major reveals about the alien race and their abilities and lore were provided in 2023's Secret Invasion series.
While a number of these were contained within the story of Secret Invasion itself, several also are elements the MCU will either need to wrangle with down the line, or leave as eternal points of ambiguity. Both of these avenues have their own issues, especially as some new Skrull plot holes reach as far back as Phase 1's first ensemble movie, The Avengers, with one potent plot point creating issues with the Hulk's introduction to the team.
Hulk's SHIELD Recruitment Story Has A Skrull Plot Hole In The Avengers, the official reason given for recruiting the Hulk is that Bruce Banner is uniquely suited to both help locate and retrieve the Tesseract. While the former reason makes sense - Banner is more acquainted with gamma radiation both academically and practically than almost any other living person - the decision to keep him in close proximity to the action seems one destined to lead to a Hulk transformation.
From Phase 5 onwards, arguing Hulk was kept around the action because of his resistance to gamma radiation doesn't quite work, as it's made clear in Secret Invasion that all Skrulls are also immune to radiation damage. With Nick Fury established as being in charge of a team of Skrulls inhabiting Earth - who helped with missions, according to Talos' own words in the show - Hulk's origin story in The Avengers becomes more confusing.
Phase 5's Skrull Twist Hints At A Hulk Recruitment Theory There are still ways for the Hulk's story in The Avengers to make sense, despite the revelation in Secret Invasion contrasting with elements of his intro story.
