Bowser, at a news conference Wednesday, said she decided to release the findings immediately because “the public should have access to that information as soon as possible.” She said she was “completely devastated” by the allegations and declared Falcicchio’s behavior “wrong, period.” At the same time, the investigator found evidence that Falcicchio gave “preferential assignments to women he found attractive and used the workplace as a ‘dating pool,’” but did not conclude that those actions violated city policy.
