Votava declined to share details behind the decision to shelf the N. Hall Street location for now. Kroger owns the land and had partnered with Southeastern Development to build the 365 apartments. The city approved a 10-year, $2 million tax break for Kroger in October 2021, provided the apartments included 75 affordable units. The plan was to have the project open by fall 2024.Kroger bought the vacant block on Hall Street in 2015.
The city’s tax break had some opposition among council members because the neighborhood wasn’t viewed as needing incentives since it was one of the few areas in the city with population growth. Kroger has a store nearby just east of North Central Expressway on Haskell Avenue across from the Cityplace Target. That store opened in 2012 when there were fewer places for Uptown and downtown Dallas residents to shop for groceries.
