Texas House set to consider legislation to empower the secretary of state to oversee elections and abolish Harris County's elections administrator.
Harris County Republican Party Chair Cindy Siegel said state law currently provides little recourse for voters faced with recurring election problems.
Republicans have proposed the reforms based on allegations that the midterm paper shortages disproportionately targeted GOP-heavy areas, turning away enough of their voters to cost Republicans elections they would have won. A Chronicle investigation found the claims were based on an overstated tally of locations with paper shortages, and thatexperienced shortages as did those in Republican-leaning precincts.
The bill lays out a process that begins when the secretary of state receives a complaint about alleged problems with a county’s election administration or voter registration. Nelson would then have to notify the county’s top election officials — either the elections administrator or the clerk and tax assessor, depending on the county — before deciding whether to start an investigation.
County officials could also face state oversight if they discovered uncounted ballots after the election had been canvassed — not simply after the polls had closed, as the Senate draft proposed. The provision, like most others, was aimed at Harris County, where officialsThe ballots were discovered about a week after Election Day and were included in the final canvass.
