Kentucky wants to be known for hemp—again
Nothing says Kentucky more than pastures of bluegrass, racehorses and fine bourbon. But that’s not enough to satisfy the State’s Commissioner of Agriculture, Ryan Quarles. “Why not let Kentucky be known for hemp as well?” asks Quarles. “When people think of Kentucky, I want them to think the same thing they think about hemp like they do Idaho potatoes and Florida orange juice.”
Indeed, hemp production was as much a part of the war effort as were Victory Gardens. In 1942, farmers planted it at the request of the U.S. government to be made into rope and riggings for the Navy. In 1943, U.S. farmers harvested 146,200 acres of hemp, and the U.S. Department of Agriculture released the filmDespite this early popularity, production had fallen idle by the late 1950s after hemp was categorized as a Schedule I narcotic under the Controlled Substances Act.
Despite the statutory green light for hemp production, a number of federal agencies have yet to promulgate implementing regulations, making the market volatile and uncertain. Quarles and his peers at the National Association of State Departments of Agriculture adopted a new policy on hemp that encourages the FDA to work with states to develop a model regulatory framework for hemp processing and the production of cannabidiol .
“That's an issue, but it is getting better,” says Quarles."Not a day goes by when I don't have multiple inquiries, not just from hemp farmers or people wanting to grow hemp, but also from people wanting to relocate to Kentucky to start a business,” says Commissioner Quarles. “I have honest conversations with our farm community about what hemp is and what hemp is not.”
