The National Interscholastic Cycling Association is the organization that created high school mountain bike racing, and Utah is home to the fastest growing league in the country.

These races — and other recreational opportunities — are put at risk by outdated oil and gas leasing systems.the 1920 Mineral Leasing Act For example, the system currently allows speculative leasing on lands with low potential for development. When these lands are leased, local BLM offices are tied up managing single bidder auctions, where parcels can go for the minimum bid. It’s not a great business model, and the process takes BLM staff off much needed recreation projects that locals have requested to meet increased demand for outdoor access.
