The Philadelphia Police Department has police officers in nearly 900 positions that could be filled by civilians, according to a new study by the University of Pennslyvania.
Researchers at the university have studied the Philly Police Department’s makeup over the course of the last year, according toThe study revealed these officers’ duties are performed by civilians in other cities. These civilians typically earn less, and they have no arrest power nor do they carry firearms,The study discovered hundreds of officers are doing administrative work via front desks, performing data entry, and issuing permits.
Only 11% of the department’s 7,000 employees are civilians. This is vastly low compared to the rest of the nation, where civilians make up about a quarter of staffing at major agencies.
