Concerns over prescribed burns have grown so strong that a sheriff in eastern Oregon arrested a US Forest Service employee this year for starting a fuel-thinning fire that reportedly damaged some private property. Even with these tensions, states are trying to make progress.

Another issue is how states count carbon emissions, says Miller. Wildfire emissions will complicate California’s efforts to achieve its goal of carbon neutrality by 2045. The California Air Resources Board estimates that the 2020 wildfire season generated 112 million tonnes of carbon dioxide emissions.
