Some governors are targeting a more than century-old maritime law to ease residential home-heating prices ahead of winter
As oil and gas prices for households in the Northeast U.S. hit their highest levels in years, state governors asked the federal government for help. The request includes suspending the Jones Act to skirt curbs on delivering natural gas from places like Texas to Massachusetts. Here’s more about the 102-year-old law.
The Jones Act mandates that cargo shipped between U.S. ports must be done by American-built, owned and crewed ships. Tankers, which can carry liquefied natural gas or oil products, aren’t typically American made, in part because of the high cost to build them domestically.The law, named after U.S. Sen. Wesley Jones, aimed to support commercial shipping and the Navy in case of war. Many foreign shipowners and charterers say the Jones Act is a form of U.S. protectionism that raises prices.
Only 99 ocean-going vessels qualify for any U.S. deliveries between states, according to the Department of Transportation. There are more than 60,000 ocean-going commercial ships in the water globally.Includes oceangoing, self-propelled, privately owned U.S.-flag vessels of 1,000 gross tons and above that carry cargo from port to port.Ships that meet Jones Act requirements can command freight rates around 10 times higher than other ships on similar routes.
