The"sidewalk-in-lieu" fee garnered most of the discussion around the council table Wednesday.The goal of the new fee is to avoid disconnected segments, or “sidewalks to nowhere,” in neighborhoods where there are no existing networks of pedestrian pathways, according to the Planning and Development Department.
The fund is expected to generate $1.7 million a year, on top of the city's $3.3 million annual sidewalk budget. Several city council members, including Mike Knox, Robert Gallegos and Mary Nan Huffman, said they wanted the fee proceeds to go toward repairing existing sidewalks, too. Mayor Sylvester Turner responded that with the new fund only projected to generate $1.7 million a year, he wanted this plan to be focused on new sidewalks, but promised to support a budgetary amendment during the next cycle to boost funding for sidewalk repairs.
Councilmember Edward Pollard questioned why residents should be charged a fee if the city does not want sidewalks in front of their homes in the first place.
