A team formed in March as an alternative to police responses has answered 1,000 calls, Precinct 1 Commissioner Rodney Ellis said. HART members are unarmed workers trained to handle troubles caused by mental illness, addiction, poverty and homelessness.

Handled incorrectly, police responses can turn deadly; according to a 2015 report from the Treatment Advocacy Center, a nonprofit that promotes access to mental health care, people with untreated mental illness are 17 times more likely to be shot dead by police. HART’s unarmed team members are an alternative to a police response.
"When I dial 911 for a potentially violent situation like a suspicious person, I expect a trained law enforcement officer to arrive," Mealer said.
