When it comes to naming storm drains, it seems Houstonians have a hard time keeping their minds out of the gutter.program as a flood-mitigation effort in partnership with Keep Houston Beautiful. The premise was simple: Houston residents adopt a local storm drain through the Adopt-A-Drain website, give the drain a nickname, and commit to cleaning debris such as leaves and trash from the drain four times a year.
Other users have also exploited the nickname field for personal advertising – one user shared their Twitch channel handle in a ploy for followers, while another shared their Cash-App username to solicit money. Houston’s Adopt-A-Drain program demonstrates how problems can arise when local governments adopt community-built projects without ensuring the proper safeguards have been put into place to monitor them. Projects like Adopt-A-Drain are intended to encourage community engagement, but can quickly drift away from the original purpose when they are abused.
However, given that so many explicit names still appear on the program's website, the automated solution seems to have fallen short of fixed addressing the problem.
