The funding serves as a magnet for migrants, critics say, but local organizations who do the work say they would not be able to operate without it.

The facility is expecting an influx of migrants when Title 42, a Trump-era order adopted three years ago to help stop the COVID pandemic, is lifted. Under Title 42, border agents have been able to turn away migrants without documentation at the border, even those seeking asylum.

The money comes from a Federal Emergency Management Agency program originally meant to help communities and nonprofits along the border weather big spikes in migration, such as in 2014 when U.S. Rep. Henry Cuellar, a Laredo Democrat whose district stretches to San Antonio, first pushed for it. Much of the funding is now going to cities that are not on or near the border. New York is on tap to receive $104.5 million of the $291 million in funding announced this week. Texas cities, including San Antonio, Laredo, El Paso, McAllen and Dallas are on tap for a total of $62.5 million.

"This bill returns us to a traditional border security approach by investing in tried and true methods to both secure the border and deter those who have no legitimate basis for entry," said U.S. Rep. David Joyce, the top Republican on the appropriations panel overseeing Homeland Security funding.
