Limiting speeds to 20mph will not necessarily change the speed a car might be travelling at, if, heaven forbid, they hit a pedestrian either. Any decent driver will slow down as much as possible and hit their brakes if they’re about to hit someone who has rushed out into the road – regardless of what the speed limit is. That DfT study found that when cars do hit pedestrians, they are usually already travelling below 20mph, even on roads with 30mph speed limits.
The most dubious claim of all that supporters of 20mph speed limits make is that it will encourage more people to walk or cycle. Think about any car-obsessed nut that you know. A speed limit sign will not get them walking or cycling. It might surprise you to know that I am not completely against 20mph speed limits. They are the best option on certain roads.
