Houston to drop 20-year lien requirement from Harvey repair program

Around her computer, Friedrich is surrounded by paperwork regarding a pending reimbursement through the Harvey Homeowners Assistance Program for the expenses on repairs not covered by her insurance. Hurricane Harvey flooded her home with four feet of water.
The original purpose of the lien, Housing and Community Development Department Director Keith Bynam said, was to ensure residents actually stay in their homes after repairs and improvements are made. The program, now concluded, spent approximately $6 million to complete 71 home repair and rehabilitation projects, according to Bynam.
“Those homeowners indicated that they weren't going to sign the new contract, but we had already begun repair,” Bynam said. “So, the only way to correct that would be to reduce those requirements and make it more in line with the GLO's program.” Bynam added that given the current housing market and the fact that the majority of program participants are seniors, he is not worried about families taking advantage of the updated guideline and selling their improved houses for a profit.
