Was Gus Fring lying to Walter White?

Gus Fring is a terrifying villain, with him committing all kinds of horrendous acts throughout his time in the Breaking Bad universe.
In Breaking Bad season 4, episode 11, Gus is finally able to fire Walt, meaning that Walt's usefulness to the drug operation no longer provides him protection. Gus explains that he is going to kill Hank due to his DEA investigation threatening the drug cartel, but Walt immediately begins to protest. In retaliation, an angered Gus explains to Walt that he is willing to kill his entire family, including his son and "infant daughter.
Killing Walt's Family Would've Been A Tactical Mistake Even if Gus had no problem with killing Walt Jr. and Holly, he had to realize that killing Walt's family would have been a tactical mistake. It would be incredibly difficult to kill Walt's kids without making it clear that it was in some way related to the drug business, and considering that they are all related to a DEA member, it would have put immense unneeded heat on Fring's operation.
