Guatemala is negotiating a controversial agreement that would require migrants fleeing neighboring Central American countries to seek asylum in this impoverished and violent nation rather than the U.S., Guatemalan officials said.

Interior Minister Enrique Degenhart told reporters late Tuesday that Guatemala, which has a murder rate more than four times that of the U.S., is discussing becoming a safe third country, but he said no deal has been reached. Another senior Guatemalan official said talks are in an advanced stage.
