People cannot easily find out how dirty the air is where they live, the National Audit Office says.
Government efforts to communicate with the public about clean air are also often falling short and people cannot access key information about air pollution, the reports suggests.
"People cannot easily find out about air quality problems in their local area, whether pollution levels breach legal limits, and what progress their local authority is making on tackling those problems," NOA says. The report highlights the success of clean air initiatives such as charging highly polluting vehicles more to drive through areas such as city centres. Examples include London's Ultra Low Emission Zone and Birmingham's Clean Air Zone .
But it warns campaigns to tell drivers and residents about the initiatives are not clearly communicated. A government spokesperson told BBC News: "We welcome the findings of the NAO report which rightly highlights the progress made by the government whilst also recognising the challenges we face.
