“The ease of entry into vaping and then into tobacco is brought about by the flavors,” he said, referring to both the plant and e-cigarette forms of tobacco. Senate lawmakers added the tobacco preemption into a largely unrelated tobacco bill in some of the final hours of the two-year legislative session. It passed solely with Republican backing and mostly Democratic opposition. Public health officials and the American Cancer Society mounted opposition campaigns in the roughly 36-hour window between unveiling and passage of the proposal.
