James Gallagher, the Republican leader of the state Assembly, said that's not enough."Although better than nothing, court essentially amounts to a new bureaucratic half-measure," said Gallagher, who like most of his Republican colleagues voted for the bill in the state Legislature."It's not the groundbreaking policy change we need.
