The future of the Watchers is Giles' nightmare.

Studios line of Buffy the Vampire Slayer continues to explore a potential future for the Buffyverse, one marked by tragedy and darkness – but perhaps its most sinister take on the franchise's future comes in Buffy: The Last Vampire Slayer #4, where it is revealed that the Watcher's Council has placed restrictions on research that surely have the late Rupert Giles spinning at high velocity in his grave.
Buffy: The Last Vampire Slayer #4 – written by Casey Gilley, with art by Oriol Roig and Niccola Izzo – is the penultimate issue of the miniseries. With Anya operating as temporary Watcher to new Slayer Thessaly, they find themselves stonewalled by the Watcher's Council's bureaucratic restrictions on independent research, a result of their "streamlined workflows.
Buffy: The Last Vampire Slayer Concludes With Issue #5 As Thessaly the Vampire Slayer explains to Anya: "[The Watcher's Council's] policy is that if me or my Watcher needs to do more research...it's pulling us away from our primary mission." The procedure, as she describes it, is for the Slayer and Watcher to submit a "data request" and then one of the Council's historians will respond "within two hours.
Though ostensibly a refinement of the Council's approach to its greater purpose, these research restrictions are in effect an overbearing method of control, used to keep the Slayer and her Watcher tethered to the Council in a way that Buffy Summers famously rebuked.
