It’s a curious title that Gavin Williamson has within the Cabinet Office: Minister of State . Both literally specific and practically vague, it allows Williamson to contribute to strategic decision-making in the Government and sit at the Cabinet table, but does not attach his name to an individual department.
His new boss is Oliver Dowden, Chancellor of the Duchy of Lancaster, who found himself squirming his way through various television interviews on Sunday morning trying to justify Williamson’s return to Government, despite there being prior knowledge of a complaint against him over bullying and abusive texts sent to the then Chief Whip, when Williamson was a back-bencher. It is almost impossible to imagine this happening in any other walk of life.
Sacked teachers do not return to their old schools in a different role; disbarred lawyers do not go back to their old firm or chambers; fired CEOs are not brought back to their old corporations. Only the occasional football manager returns for a second spell after being sacked, but football is the only industry I can think of that’s even more dysfunctional and lacking in “regular” HR processes than Westminster.
