Gov. Greg Abbott laid out his top priorities Thursday in possibly his most ambitious State of the State address. Property tax relief, private school vouchers and bail reform were all named priority items for the state Legislature.

Beginning his third term fresh off a dominating re-election victory in November, Abbott made it clear during his approximately 30-minute speech that he’s ready to use his political capital to tackle GOP priority issues that have long struggled to get out of the Texas Legislature, most notably a school choice program to allow parents to use state money to send children to private schools.
The State of the State Address is one of a Texas governor's most important speeches in that it outlines his or her top priorities, which get extra weight in the Legislature. The Texas Constitution prohibits the Legislature from working on bills in the first two months of a legislative session unless they address issues that have been declared priorities, or emergency items, by the governor.and the prospects for his top priorities.
This year, it has a shot for two key reasons. First, there is national momentum after Arizona, Iowa and Utah all recently passed plans similar to what Abbott has called for. Second, Abbott has much more political capital coming off a dominating re-election campaign where he crushed his GOP primary opponents and soundly defeated Democrat Beto O’Rourke. If he uses the full weight of that political capital it can breathe new life into an issue that seemed dead on arrival the last four years.
