Phil Stephenson, R-Wharton, was in danger of losing his seat to former Waller County Commissioner Stan Kitzman, who led the incumbent by a few hundred votes through early returns in a mostly rural district west of Houston. In Harris County’s lone Texas House Democratic runoff, Jolanda Jones, a former Houston City Council member and Houston Independent School District trustee, led real estate agent Danielle Keys Bess through early returns.
