Investigators determined Ruiz had tampered with his patrol vehicle's dash camera and body-worn microphone to avoid anyone tracing what happened in the November traffic stop, according to Khandelwal. She remembered being forced to swig tequila and then engage in a sex act with Ruiz.
He cast doubt on the account of a second woman who came forward to report another assault after Ruiz’s arrest. Ruiz had only been called to that stop to provide Spanish language translation. After the woman's boyfriend was taken away by police, Ruiz gave the woman and her 8-year-old son a courtesy ride home. As soon as woman's family members left the woman’s home, he trapped her in a bedroom and demanded oral sex. He then sexually assaulted her for minutes, Khandelwal said.
One of the women said her ex-husband, a law enforcement official, had assaulted her. Another said her father worked as a lieutenant with the Houston Police Department.
