Jeremy Mooney, 48, of Piketon, was accused of repeatedly using pepper spray and hitting the victim while the suspect was restrained, according to the U.S. Attorney’s Office for the Southern District of Ohio. Authorities say the victim posed no threat to Mooney.
The assault lasted more than an hour as Mooney dragged the victim while he was in the chair outside, then sprayed him in the face with pepper spray, prosecutors say. When the victim tipped the chair backward while writhing in pain, Mooney again sprayed him the face with pepper spray, prosecutors say.
The jury convicted Mooney of three counts of deprivation of civil rights under color of law. He could be sentenced to up to 10 years in prison.
