Figen Murray hits back at 'Martyn's Law' report findings as she urges government to press ahead
'Martyn's Law' counter-terrorism legislation 'must press ahead', campaigner Figen Murray said today as she criticised the findings of a now-published Home Affairs Committee report. The committee of MPs said the draft anti-terror Bill 'could place small businesses and voluntary organisations at risk of closure but fail to make a difference to public safety'.
The committee said the Draft Terrorism Bill was introduced by the Government in response to recommendations made during the public inquiry into the Arena attack, in which 22 people were killed and hundreds injured. It sets out how venues should assess the risk of terror attacks and take measures to mitigate their consequences.
The committee called on the Government to introduce the legislation in stages, beginning with larger venues, and review its implementation annually to assess its impact. It should also carry out further research to better assess whether the threat to small businesses and venues is sufficient to require them to undertake anti-terrorism measures.
"We are also concerned that this bill as currently drafted would fail to make a significant impact in preventing or mitigating the effects of terrorism. For example, in its current form a local village hall would be required to carry out safety precautions while a city centre open-air farmers market or Christmas market would not. This makes little sense and takes no account of the actual terrorist threat they face.
Responding to the report Nick Aldworth, a former National Coordinator of Protect and Prepare Counter Terrorism policing who worked with Figen on Martyn's Law, said: "I know that the committee did its work in a rush, but its conclusions don't reflect the universal and unpredictable nature of the terrorist threat that was described to them by other witnesses."
