The Fast & Furious franchise teases a villain returning 20 years ago, but the movies have still yet to pay off the promise from 2 Fast 2 Furious.
2 Fast 2 Furious teased that its villain Carter Verone would return, but Cole Hauser's character still hasn't come back to the Fast & Furious franchise after 20 years. The second Fast & Furious movie introduced several characters who went on to become main parts of the franchise. Roman Pearce and Tej Parker eventually joined Dominic Toretto's crew in sequels thanks to their history with Brian O'Connor and still have roles to play in recent films.

The franchise has seen everyone from Cipher to Deckard Shaw to Jakob Toretto to Owen Shaw return for multiple appearances. Each of them started out as villains of Fast & Furious movies, and most of them have turned the corner to become allies for the franchise's main heroes.
2 Fast 2 Furious Set Up Cole Hauser’s Villain To Return The franchise made a point to end 2 Fast 2 Furious with a tease that Carter Verone would return. Brian and Roman were ultimately successful in taking down the drug lord, but he delivered an ominous promise before he was officially taken away by authorities. Cole Hauser's villain promised Brian and Roman that he would hunt them both down once he got out of prison.
There has never been any indication that the Fast & Furious movies planned to make good on 2 Fast 2 Furious' villain return tease. Cole Hauser has remained interested in playing Carter Verone again too. He told The Playlist in 2022 that he does not know why the franchise has not brought him back after the tease and loved playing the role in the past.
Fast 11 Is The Last Chance For Cole Hauser’s Villain To Appear The announcement that Fast & Furious 11 is the last movie in the Fast Saga means that this is the last chance for the franchise to make good on 2 Fast 2 Furious tease. Cole Hauser is not yet confirmed to return for the final Fast & Furious movie, though.
