The FAA chief is optimistic on forging accord among global regulators on the 737 MAX

While consensus among the regulators would help shore up public confidence in the plane, Elwell indicated that the FAA would proceed at its own pace, and it's not clear how many other countries will move in tandem when the agency allows the plane to take to the air again in the U.S.that FAA officials had told members of the International Civil Aviation Organization at a meeting in Montreal on Thursday that the U.S. regulator could grant that approval as early as late June.
Simulator training is costly and time-consuming for airlines, requiring taking pilots out of service and travel to simulator centers. Furthermore, few airlines have received 737 MAX simulators yet — the world's largest operator of the plane, Southwest Airlines, won't have one in service until October, its pilots union said in March.
An FAA advisory panel issued a draft report in April stating that computer and classroom instruction on MCAS alone would be sufficient, but Elwell was circumspect on the issue, saying FAA had not made a final decision.
