The dramatic attack raises concerns that Mexico’s criminal groups may returning to the kind of spectacular acts of violence that characterized earlier periods of insecurity in the country.
Tijuana was the most violent city in the world in 2018, according a new report by a Mexican nonprofit group that ranked cities based on their homicide rates.
The president said officials believe one of the organizers of the attack was a local cartel member identified as Ricardo “N,” who uses the alias La Loca. The state attorney general’s office responded with a statement denying any collusion and saying that it was federal authorities who were responsible for the release of La Loca.
