The European Union plans to hit Russian President Vladimir Putin and Foreign Minister Sergei Lavrov with sanctions, three EU officials and diplomats said, as the bloc readies a second package of sanctions on Russia over its attack on Ukraine
.
The EU will freeze any assets of Mr. Putin and Mr. Lavrov in the bloc but won’t impose the usual travel ban sanction on the Russian leaders in a bid to keep open a channel for diplomacy.
