Elizabeth Warren is proposing minority-entrepreneur grants, to be funded by what she calls an 'ultra-millionaire tax'
WASHINGTON—Democratic presidential candidate Elizabeth Warren proposed legislation Friday that would allocate $7 billion in federal grants to help minority entrepreneurs start businesses.
Ms. Warren, the senator from Massachusetts, said the program would be administered by a new Department of Economic Development, which she this month proposed to replace the Commerce Department. The new agency would subsume other agencies, such as the Small Business Administration and the Patent and Trademark Office.
