Elgin townhouse plan raises concerns but gets panel recommendation

A townhouse rental community called Bella Gardi’n, proposed on U.S. Highway 20 in Elgin, has neighbors worried about how it will affect their property value and create parking problems.

It became an eyesore, but developer Global Builders Inc. decided to do something with the property after razing the structure.“We decided to reach out to the city and the Department of Community Development and get ideas about what the best use of the property” would be, said Carmen Gratace, owner of Global Builders Inc.

Bella Gardi’n consists of 64 townhome units in 10 buildings on 4.6 acres at the northeast corner of Shannon Parkway and Daisy Lane, Senior Planner Damir Latinovic said at a Planning and Zoning Commission meeting Monday. Each townhome will be 1,600 square feet with three bedrooms, two and a half baths, a balcony, a two-car garage, and a private alley, he said.

“I built my home because I love the area. I moved to Elgin only five years ago, but I love it. This is my home,” he said. “I can’t think of any other place I’d rather live, but I cannot think about how rentals will decrease my property value. “I want to be here in 30 years; no one there will be,” he said pointing to an illustration of the townhomes the developer provided the commission.Gratace said he understood and related to what neighbors were saying. But he said it simply won’t decrease property values. He assured neighbors there wouldn’t be any parking issues and if there were any problems, the management company would address them.
