Perhaps it’s this optimism that propelled Haire, 79, to launch his first campaign in a red U.S. House district like this one, which includes the Ship Channel and Johnson Space Center.Haire watched the events of that day from afar, aghast. That, and the wave of voter restriction bills across the country, pushed him to action. When he first considered running, people warned him away from such a platform. “Democracy is an abstract concept,” he said.
