Editorial: L.A.'s bail reform is an improvement, but falls short of what Illinois has done (via latimesopinion )

Setting bail so high that the defendant can’t pay it undermines the criminal justice system. Only the rare defendant like Naasón Joaquín Garcia should be locked up before trial, and most should be released without money bail.

The magistrates will not conduct hearings and will not see or question the accused. That won’t happen until several days later, after the defendant is formally charged and appears in court for arraignment.Arguments were filed last week in the 5th U.S. The L.A. Court’s new protocol is effective Oct. 1. Most of the rest of California will still use cash bail for most defendants.
